What exactly happens when you try to open it and edit?
It's working here for me, with Exchange and IMAP accounts.

Hi Diane!
I use Gmail.
Messages I'm working on appear in the Drafts folder. If I click on "Drafts" in the left panel the messages appear in the right panel. If I click on the message text in the right panel to edit the message, it does not allow any changes and is totally unresponsive to any keystrokes. It's basically in a kind of useless Read Only mode.
If I double click on the message listed in the Drafts folder, a new window opens, but the message in the new window is also completely unresponsive to any attempt to edit.
The only thing I can do with a message in the Drafts folder is view it, although it is possible to copy it and paste it or portions of it. It is completely uneditable.

Which version and build of Outlook are you using? See File, Office Account for the information.

Running Outlook in Safe Mode had no effect. It worked normally except, like in normal mode, drafts are "read only" and can't be edited.
I tried to set up a new profile and got this message:
Log onto incoming mail server (IMAP): The connection to the server failed
Send test email message: An unknown error occurred, error code 0x800c8101
Outlook continues to be dead in the water for the major function of being able to edit drafts.
If I go to the Gmail app, things work perfectly and it IS possible to edit drafts, so it doesn't appear to be a gmail problem.
Any advice you have would be appreciated.

I have exactly the same problem - same Outlook version, same symptoms, same incredibly annoying Microsoft fault. The Safe Mode fix doesn't work and I've wasted far too much time trying to find a solution.
Outlook is useless if you can't continue working on a draft. Typical bloated, careless, haphazard MIcrosoft excuse for a product. Looking elsewhere.

Ah, yes! But rather than being driven to suicide I am for now living with the beast. Nothing suggested on this forum has had any effect on solving this problem. I've even completely reloaded MS Office to no avail. Like a dog left at home waiting for their master's return, I start at every hopeful sound (in the form of yet another interminable Microsoft "Update") hoping against hope that Outlook will start letting me edit drafts again. All to no avail. I've been living with this for months now.
There is no such concept of "working on a message" in Outlook: as soon as I leave the message to look at something else, it is saved in the "Draft" folder which offers only three options: (1) read it ONLY (NO changes allowed-- can't even send it at is!), (2) erase the damn thing, or (3) copy the message on to the clipboard and edit it in Word, pasting it back into Outlook as a new message when it's ready to be sent. I agree that without this work around Outlook would be TOTALLY worthless as an email client. I'm glad to know I'm not the only one with this problem and have concluded that Microsoft doesn't have the slightest clue what is going wrong or how to fix it. For now, I've gotten used to my work around but will continue, like the dog, to hope against hope this will one day be fixed.
This problem exists for me only on my Dell XPS desk top using the latest versions of Windows 10 and Office. I notice that the problem does NOT exist on my Dell Inspiron 15 which also uses the latest versions of Windows 10 and Office, and has the same anti-virus protection software.

Dumbest Microsoft Error Message Ever!!!
Duhhh, stupid me! I thought if something is a DRAFT it is NOT YET FINAL and subject to revision. Guess I was wrong. When I reply to a message but can't complete it without further work the reply is saved in the Draft folder. Fine, but if I then go back and try to edit it I get this!!
"Microsoft Outlook: ! The operation cannot be performed because the message has been changed."
My challenge: Has anyone every seen anything from any software company to match the incredible stupidity of this message? What was the person who wrote it smoking?

I have exactly the same issue and have been trying to work around this error message when updating and sending drafts and when trying to forward a message and do an update. I have been working around it by copying the draft or response and going back to a new message or response and sending then killing the draft. This is frustrating and time consuming. I might as well draft a message in word and then cut and past into outlook.
Not sure if there is a fix PLEASE HELP! make Outlook drafts useful
